Boarder searches and international mail

A search may be conducted of all persons and property entering the country without individualized suspicion. United States v. Montoya de Hernandez, 473 U.S. 531 (1985). In United States v. Ramsey, 431 U.S. 606 (1977), the Court held that the opening of international packages at the port of entry fell within the border search exception.
